In point 13, the Commission singles out: Article 266 of the Criminal Code (call for national hatred) stipulates that “endangering public peace by calling for hatred against sections of the population, insulting or slandering them, demanding the use of violence or of arbitrary actions against them, is punishable by imprisonment of two to eight years ”.
Findings of the Commission of Inquiry
