The new law recognizes the functioning of the National Civil Protection Agency, a new structure.
The new law also obliges the government to approve the national plan for civil emergencies and to list three more DCMs and many guidelines to regulate the process.
As a consequence of this situation, the earthquake of November 26 with all the damage that has caused, has found unprepared the state structures that should coordinate these situations.
The new Law on Civil Protection obliges the assessment of the risk, type, characteristic and origin of disaster risks, the level of exposure and vulnerability, factors that cause or increase the level of risk and the consequences.
