European center-right parties are unanimously seeking a resolution to the deep political crisis through dialogue between the SP and the opposition and the adoption of an electoral reform that paves the way for free and fair elections in Albania.
10 points of the EPP Resolution on Albania:
Resolution of the European People’s Party Congress.
- Bearing in mind the conclusions of the European Council for Albania on 17-18 October 2019 and the OSCE / ODIHR Report of 5 September 2019;
- Recognizing the strong and unwavering commitment of the Democratic Party of Albania (DPA) for Albania’s integration into Europe;
- Supporting the EU’s commitment to the enlargement process, on the basis of meeting the accession criteria of the applicant countries;
- Underlining the supportive role played by the integration process for reforms, and welcoming the support that this process has from the citizens of Albania;
European People’s Party:
- Considering that Albania is facing a deep political crisis, urges that the majority and opposition in Albania to make every effort to immediately overcome this deep political crisis through dialogue.
- It notes that the consensual adoption by political parties of an electoral reform in line with OSCE-ODIHR recommendations paving the way for free and fair elections that represents an important condition for the country’s future and EU integration.
- Remembers for the implementation of electoral reform for the benefit of democracy and the functioning of central and local democratic institutions in Albania.
- Expresses the urgent need for Albania to ensure the proper functioning of the Constitutional Court and the Supreme Court by filling their seats with judges; awaits a rapid and final decision by the Constitutional Court on the legitimacy of the June 30, 2019 local elections.
- Emphasizes that buying vote and the involvement of organized crime in elections is unacceptable by European standards.
- Urges Albania to set up a specialized structure to fight corruption and organized crime; recalls for the commencement of criminal proceedings against judges and prosecutors who have been charged with punitive offenses from the vetting process.
- It stress out the need to convince results in the fight against mass cultivation and trafficking of cannabis and in the fight against drug trafficking and money laundering.
- Calls for tangible progress in public administration reform, as one of the key issues for Albania on its path to EU integration.
- It supports the Democratic Party of Albania in its efforts to address the legitimate concerns and European aspiration of the Albanian people.
