After 19 hours of discussion, Lindita Nikolla called the deputies to vote. It was 5:00 in the morning and there were 95 deputies in the session, of which 72 were from the Socialist Party.
Prime Minister Rama was absent. With 71 votes in favor, the law was approved, which forces medical students to work for several years in Albania, before being awarded a diploma that they can use abroad.
This is a government measure to prevent the departure of doctors to Europe, mainly Germany.
The other law that caused debates, the one on the legalization of cannabis for medical purposes, could not get the votes of half of the parliament. However, it was approved with only 69 votes in favor.
3 deputies from the Socialist Party, Erjon Brace, Pandeli Majko and Alban Xhelili, abstained, lowering the support of this law below the ideal majority of 71 votes.
But since such a law is approved by a simple majority of those present in the hall, 69 votes were enough to approve it.
The same number of votes also received a legal change for the Academy of Sciences that allows Skender Gjinushi a second term at the head of the institution, removing the age limit of 75 years as an obstacle.
The Assembly also extended the mandate of the Electoral Reform Commission, even though it never met in the last 6 months.
The official democratic group opposed this extension, reflecting the opposition of Bardhi and Berisha’s group, that Enkelejd Alibeaj be co-chairman of this commission that can be reactivated in September.
