The Minister of Justice Ulsi Manja said that the draft law on criminal amnesty has caused confusion and caused inappropriate messages to be sent regarding this issue. Manja said that clearly there will be no amnesty for any of the crimes that are being investigated and judged in the Special Court.

“Yesterday, the Laws Committee, as the Responsible Committee, passed the bill on amnesty and expects to receive 84 votes in the Assembly.

I thank all the deputies for the expertise that examined the article. This bill has amnesty from punishment and prosecution. As for the amnesty for criminal prosecution, we are talking about cases and issues that are in the hands of the Prosecutor’s Office or have yet to be tried.

There will be no amnesty for any of the crimes that are being investigated and judged in the Special Court.

The amnesty on criminal prosecution is for criminal offenses that are currently in the hands of the prosecution or the judicial system and that are punishable by up to 2 years in prison.

But even as far as criminal misdemeanors are concerned, there are exceptions, they will not be amnestied from criminal prosecution, crimes that have to do with the honor and dignity of the individual, domestic or gender-based violence”, he said.
