The Law Commission and the Legislative Council has voted article by article, with consensus,  without any vote against the Constitutional amendments.

The purposes of the changes is point no. 3 of article 64 of the Constitution, determines the openlist of electoral reform for the candidates. However, lawmakers have emphasized that everything will be determined through the Electoral Code.  The amended Constitution also preserves the regional proportional system, which Prime Minister Rama had previously insisted on.

Article 64 is amended as follows:

“1. The Assembly consists of 140 deputies, elected to a system of proportional elections with regional competition and national threshold.

2.Electoral subjects that reach the national threshold participate in the distribution of mandates.

3.Voters enjoy the right to vote in favor of candidates on multi-name lists. . “The election law guarantees that no less than two-thirds of the multi-name list shall be subject to preferential voting and shall ensure gender representation.”

Point 1 of Article 68:

“1. Candidates for deputies are presented at the level of constituencies by political parties or voters. A candidate can only apply for one of the proposing subjects, according to this point. The rules for the registration of candidates for deputies are defined in the elections law “.
