The representative of the IMF, Yan Sun, has expressed the concern of all internationals about the Fiscal Amnesty. The IMF has recommended that the Albanian government amend the draft law on fiscal amnesty. In a statement to the media, the representative of the IMF in Albania, Yan Sun, stated that the fiscal amnesty constitutes damage to tax morale.
She stated that Albania is not ready for this draft law due to technical reasons as well as lack of development in some elements.
‘We have received the law since it came out for public consultation and we have had our comments and concerns. The draft law can be considered as a card to get out of prison of all tax obligations. Includes a substantial pardon, those who have a waiver of interest and penalties. Also from the proper control of the law and their funds. The government should correct the amnesty in a voluntary project program. And so with an adapted system for implementation. There should be powers for the public to have an ability to understand such a thing.

“We have recommended that the support be more targeted, so that those who really need it receive it. It is important to move towards energy conservation. We have an increase in inflation, so the fiscal policy must go in line, so the ministry and other institutions cannot go against this. The state should properly implement these policies so that those who really need help get help,” said Sun.
