Special Prosecutor’s Office against Corruption and Organized Crime (SPAK) closes the investigations and sends for trial the former crime boss in Elbasan, Leonard Palushi.
At the end of the investigations, SPAK brought against him the charge of “Passive corruption of persons exercising public functions”, provided by article 259 of the Criminal Code.
“Special Prosecutor’s Office Against Corruption and Organized Crime, in cooperation with the investigators of the National Bureau of Investigation, have completed the investigations and sent for trial the criminal proceeding No. 75/1, in charge of the defendant Leonard Palushi, accused of the criminal offense of ” Passive corruption of persons exercising public functions”, provided for by Article 259 of the Criminal Code.
The investigations showed that, in 2020, the defendant Leonard Palushi was an officer of the Elbasan District Police Directorate, where he held the position of Head of the Crime Investigation Department.
During the exercise of his duty, the defendant Palushi has established relations with the investigator E. A. and has indirectly received from him an irregular benefit in order to continue to carry out actions related to his duty as a police officer (in support of E. A.).
The investigation has proven that the defendant Leonard Palushi received on 23.06.2020 from the investigator E.A. an irregular benefit “Mercedes Benz” type vehicle. The defendant Leonard Palushi, being aware that this action was against the law, has carried out camouflage actions to cover the fact of the donation and the true owner of this vehicle, presenting as the buyer a citizen known to him. In the following, the defendant Leonard Palushi supported the investigator E A. with actions within the framework of his duty as a police officer on a continuous basis, meeting with him, meetings of which his superiors declared that they were not aware.
More specifically, on 27.07.2020 at the request of E.A., the defendant Leonard Palushi gave the information on the location of the weapon to the Manahas service station, in order to create a conflict between the two groups, according to the request of E.A. The Mercedes-Benz vehicle, C300, petrol, is the product of a criminal offense according to Article 36 of the Criminal Code. This vehicle was then alienated by being exchanged for a TOYOTA RAV4 type vehicle, automatic, Dark Gray color.
For the vehicle “TOYOTA”, RAV4, automatic, Dark Gray color, the Special Court with decision no. 67 dated 30.01.2023, imposed the measure of preventive seizure.
For the above, the investigated Leonard Palushi was taken as a defendant and sent for trial for the criminal offense of “Passive corruption of persons exercising public functions”, provided by article 259 of the Criminal Code”, proclaimed the Special Prosecution.
