Special Prosecution against Corruption (SPAK) has closed the investigations and sent this Saturday for trial the file against the former mayor of Bulqiza, Lefter Alla and 12 other officials.
Former mayor Alla is accused of having committed the criminal offense of “Violation of the equality of participants in public tenders or auctions” and “Abuse of duty”.
According to SPAK, Alla used his position as mayor and favored a company to win the tender worth 322 million ALL, for the construction of the water supply in Bulqiza. From SPAK’s investigations, it has been proven that the works for the water supply were carried out by another company, which has social ties to Alla.
Investigations found that the former mayor and the officials of the municipality, Enkeleda Lleshi, Rubin Kola, Arsen Gjoka, Kujtim Zogu, Denis Xholi, Leonard Daçi and Erjon Isaku have favored Rasim Daci, who is the “de jure” beneficiary of the tender and Aqif Konesha, who is the “de facto” beneficiary in the tender.
According to SPAK, they have created advantages for these two entities both during the procurement procedure by declaring Rasim Daci’s entity the winner without meeting the criteria, but also during the implementation phase because the works were carried out by Aqif Konesha’s entity, which was not declared the winner.
Creation of advantages was done with the sole purpose of not creating doubts about the connections of the defendant Aqif Konesha with the mayor of Bulqiza Municipality, Lefter Alla.
