The Special Court has postponed the preliminary hearing against the former director of the Road Authority, Sonila Qato. The hearing was postponed due to the absence of prosecutor Altin Dumani.
The next session will be held on December 23, where the court will decide whether or not the case will go to trial, ABC journalist Ermal Vija reports. Qato was officially charged by SPAK in October of this year.
The Special Prosecutor’s Office communicated to her the charge of “abuse of duty” regarding the tender for the construction of the Kardhiq-Delvina road.
Qato was accused by the High State Control and one of the private companies of abuse in the tender for the tunnel on the Kardhiq-Delvina axis. At the beginning of October, Qato was summoned to the SPAK to testify regarding the two charges raised earlier: that of “Abuse of duty” and violation of equality in tenders.
Qato resigned from his post at the Albanian Road Authority in September 2019, after being involved in an exchange of accusations with the company “Gjoka Konstruksion” which was one of the bidders in the tender for the Kardhiq-Delvinë road tunnel.
ARRSH headed by Qato accused the company of falsifying documents in the tender. The company responded by directly accusing Qato of favoring one company in the race for the tunnel in question. After accusations and counter-accusations, the tender was suspended for a year, but in July 2020, Gjoka Konstruktion was declared the winner. The road was completed in June 2022.
