A 32-year-old man, identified as Luan Reçi, was arrested in the city of Shkodra for possession of narcotics.
He had cannabis seeds in the vehicle and residence. So, the suspected narcotic substance, 115 cannabis seeds and 1 cell phone were seized/ abcnews.al
