Minister of Justice of Albania Etilda Gjonaj awaits the Italian Antimafia prosecutor

Minister of Justice Etilda Gjonaj awaits the National Prosecutor of the Directorate of Antimafia and Counterterrorism in Italy Federico Cafiero De Raho with which she has implemented a number of institutional collaborations aimed at combating organized crime and terrorism.

One of the main projects between the Ministry of Justice and the Italian anti-mafia  is the special regime “41 bis”, a system considered very efficient in Italy.

“Our cooperation with the Italian antimafia is already solid and extended in a number of respects affecting local organized crime and the transnational, bilateral cooperation in joint investigation teams, exchange of expertise but at the same time the data and issues related to the administration, management and the use of sequestrated and confiscated property.

Now one of the main priorities of the Albanian Government is the fight against organized crime with all legal and institutional instruments.

Exactly one of the most regarded systems in Italy, which Albania has borrowed in the fight against organized crime and terrorism, is the special 41 bis regime ” said Gjonaj who largely focused on the implementation of the “41 bis” regime.

In our estimation, based also on the Italian experience, the special 41-bis regime is an indispensable instrument to neutralize the dangerousness and the connections of prisoners, convicted or in custody, with criminal organizations outside the prison walls.

“The 41-bis regime is drafted by our experts with respect to the rights and freedoms guaranteed in the Constitution and to compliance with the jurisprudence of the European Court of Human Rights.

It is for these reasons that the 41-bis regime is envisaged ,be reviewed and for each convict during his or her application in order to guarantee a fair balance between the need to cut off prisoners’ connections with criminal organizations, , but also to allow the accomplishment of the rehabilitative purpose of punishment and the reintegration of the convict into society.

For this reason, I would like to say thank you not only to the representatives of law enforcement institutions for their commitment and dedication  but also to the ambassadors of the EU, the US, Italy, the UK who have supported this process  not only with their presence but also with the necessary expertise and technical assistance ”, said Gjonaj./abcnews.al
