The Congress of Lushnje, which is known as a great event in the history of our nation, was held from January 21 to 31, 1920, in which a constitutional act was approved for the complete independence of Albania. During the working days, the Congress elected the high council of 4 people, which would perform the functions of the head of state, and a national council of 37 people. Sulejman Delvina was elected Prime Minister.

The Congress held its work in the house of the Lušnja patriot, Kaso Fuga. Delegates chosen from all over Albania participated in that Congress. The purpose of the Congress was to study the internal and external situation of the country and the measures that should be taken to save Albania from the danger of fragmentation. Ferit Vokopola, who was the delegate of the Prefecture of Berat, Lushnje and Skrapar, welcomed the delegates to the Congress. After Vokopola, the famous patriot of that time, Aqif Pashë Elbasani, took the floor. Aqif Pasha briefly answered all the questions asked by the delegates thus closing the opening ceremony of the Congress.

Albania was recognized as an independent state in 1913, but half of it had remained outside the borders, the most complete anarchy was boiling inside.



Against the Government of Ismail Qemali in Vlore, the Government of Esad Toptan in Durres rose. The internal adventurers thought that they found a place to make a mess, while the external enemies, insatiable with the parts they had stolen, attacked the new half-state with the aim of completely dismembering it: the Greeks devastated Tuscany with fire and iron, the Serbs invade northern Albania, the Montenegrins enter Shkoder after a heroic stand in that city.

The Albanian patriots did not know where to give them. The forces of darkness within were many and the external enemies were too strong for that small people. A German prince who was sent as king of Albania by the great powers, landed in Durrës in March of 1914 and was forced to leave in September of that year. The movement of the Rebels in central Albania and the invasions of the Greeks in southern Albania were making it impossible to organize an Albanian state. At this time, the First World War broke out and Albania was invaded by the warring Austro-Hungarian, Italian and French armies.
