Between the Democratic Party and the Freedom Party, for the local elections of May 14, 2023
Today, on October 27, 2022, we, the representatives of the Democratic Party and the Freedom Party, sign the following agreement, after finding that Albania is in critical moments:
I. due to destructive corruption;
II. of the annihilation of political pluralism at the local level;
III. of massive and tragic depopulation;
IV. of the economic crisis, which is leading to the collapse of the country;
V. of governance held hostage by traffic, dirty money and corruption.
Under these conditions, the Democratic Party of Albania and the Freedom Party agree to offer Albania a winning alternative in the local elections of May 14, 2023, which represents only the interests of citizens and the highest public interest.
Decide:
1. The competition for the Mayors of the Municipalities will take place with joint candidates, who are decided by the result of the competition in the primaries, which will be organized by the Democratic Party of Albania.
2. The referendum, as a form of direct expression of the citizens’ will, for any issue that concerns them, at the central or local level, will be a major and inalienable commitment, for which PDSH and PL will undertake all legal initiatives and the public actions necessary for the realization of this constitutional right denied for 25 years.
3. Municipal Councils, as the most important institutions of citizen representation, will be led by representatives proposed by the Freedom Party, in cases where the latter’s councilors are decisive in securing the majority in these councils.
4. To commit to the realization of full transparency for the management and use of all public funds, as well as all decisions of Municipal Councils and Municipalities related to them, including the organization of open public sessions, with live links on national televisions and social networks, in function of accountability to citizens.
5. To engage, with special priority, for the continuous realization of open public sessions of Municipal Councils, with live links on national televisions and social networks, where citizens can be heard directly in plenary sessions.
