The Minister of Health and Social Protection, Ogerta Manastirliu, in her speech in the Assembly in the presentation of the 2022 budget, emphasized that citizens are witnessing the difference between night and day in health.

Among other things, Manastirliu stressed out that despite the pandemic conditions, the health budget has increased by 85% of public funding.

“Every citizen who receives services in health centers, polyclinics and hospitals rebuilt in a large part of our cities, is witnessing a transformative wave, which will certainly not stop this year. And there is a fact that clearly shows the difference as day to night, that health support has undergone in 8 years. It is the stubborn figure of the increase of the Budget for Health, during the two mandates. 85% increase, thus increasing public funding and reducing spending from the pockets of citizens for health care “, said Manastirliu.



During the presentation of the draft budget of health and social protection for 2022, Manastirliu said that the focus will be on the pandemic and the post-Covid-19 effects.

Speaking about prevention programs and primary care, Manastirliu said that support for screening programs for women, the most vulnerable population and with a special focus on children, who will already have a program dedicated to eye care, will continue.

Speaking about the programs financed by the 2022 budget for hospitals, Manastirliu said that the focus will be on the beginning of the implementation of hospital autonomy, which starts with the Fier Memorial Hospital.

Speaking about investments for 2022, the Minister of Health said that they will be worth 3 billion ALL.

“With the 2022 budget, we will complete the major investments launched, as well as open new investments, from primary to tertiary care. We open the second phase of our rehabilitation program of health centers, with 50 health centers and ambulances for 2022. We complete the first phase of the modernization program of QSUT, where the new hospital of internal diseases ends, to start immediately with the operation of this new hospital, the most important investment of recent decades for the tertiary service in the country.

As part of the modernization of the largest hospital center in the country, the works for the reconstruction of the Pediatric Hospital will continue, while the first phase of the new pediatric service building will become operational. Another important investment is supported by the new budget and is the expansion and modernization of the University Obstetric-Gynecological Hospital “Queen Geraldine”. We will also complete the maternity hospital and the hospital of Kukës as well as the complete rehabilitation of the pediatrics of Elbasan.

The reconstruction of the National Therapeutic Rehabilitation Center for Children in Tirana will be completed. We will start the work for the reconstruction of the Infectious Diseases Hospital, a super project that is being finalized and will be supported next year, which will not only change this hospital in terms of infrastructure but will also turn the Infectious Diseases Hospital according to all standards into a reference center of this service in the country. Another new project that will be financed with the 2022 budget is the rehabilitation of the National Blood Transfusion Center, said Manastirliu.

Speaking about the digital revolution in healthcare, Manastirliu said that it will deepen and for the first time develop the model of the hospital information system by extending it to the network of public hospitals.
