Public procurement procedures remain problematic creating additional costs for the state budget. An audit conducted by the Supreme State Audit Office found that during 2020 about 23% of public procurement procedures were canceled. Among the main reasons for the cancellation of procedures, are the bids submitted by Economic Operators, which do not meet the requirements set by the Contracting Authority.
According to the Supreme State Audit, this figure is high and shows that the work of the Contracting Authorities in the needs analysis and market study is carried out formally. The biggest violations were encountered in the phase of preparation of tender documents, development of procurement procedures and in the implementation of contracts.
The above irregularities and shortcomings have resulted in economic damage to the state budget and the budget of public companies in the amount of ALL 126.5 million, as well as a negative financial effect on the use of public funds in the amount of ALL 3.7 billion.
Violations were ascertained by the audit of the procurement procedure “Purchase of materials necessary for personal protection to cope with the situation caused by COVID-19” – by the Centralized Procurement Agency where in the calculation of needs the criteria set for this have not been taken into account. situation, reducing effectiveness.
There are also irregularities and ambiguities in the drafting and approval of technical specifications and special qualification criteria, without providing the necessary arguments, by the State Commission for Reconstruction
Abuses have also been encountered in some procurement procedures in the Ministry of Health in the reconstruction of the maternity hospital Queen Geraldine, as well as in the Ministry of Interior.
